The point was there was literally another Nazi skull sign on a flag left to it which they forgot to paint over.

It's a known fact that Russians are using Nazi mercenaries in their invasion of Ukraine. The Wagner Group comes to mind. They would have put it up in some places. They've been putting up zwastika (not a typo) flags so Nazi flags is not a big step up.
