OP in its final arc isn't going to sell what KNY did this year. The chances of OP surpassing its own 37 million record is dismal.
Its past its prime. KNY had low sales pre anime(by low i mean overall it actually has great sales of manga with no anime) which is one of the main reason it broke OPs record

 

OP will definitelly break records again when it enters it's final stage

94 volumes of OP currently has 390 million copies in circulation in japan thats like 4.15 million copy per volume and has huge fanbase in japan

KNY had

3.5 million copies for 14 volumes before anime aired.Its fanbase was very very small unlike OP
It now has some 55 million copies in circulation for some 19 volumes aka some 2.7 million copies per volumes with 4 volumes still to go out this year the empasis is on this year.

so you can see old volume sales aren't going to help OP sales as it it did KNY. Also in coming years more people will be buying digital copies. So chances that OP will outsell its 37 million copies record is very low

 

I don't think Japan will change in that regard since they barely even use credit cards compared to the rest of the world. One Piece doesn't need old sales to get the record, when it gets to the final stage the hype will be that big that it will just be logical that OP will rekt the sales.
